If Omega Envoy can demonstrate capability, I would think that they’d be able to form some sort of partnership with Space X who is also trying to develop capability… and it seems that it would be better to launch a payload than a dummy load. OE takes on the risk of loss of payload, but gains a free trip to lunar orbit should Space X aim that high and are successful.
