Lowest bidder is best because it is the organization that can create the technology the best and lowest price is the one that succeeds.  Otherwise you have inefficient bureaucracies like NASA in the last 10 yrs.</description>

The money going to NASA is making science. Yes it is inefficient and it is expensive too, but taking money away from NASA and giving it to privateers will not get you science. What &#039;s this guy going to do with the money he wants so badly? Sell tickets to movie stars? Why bother?
